Teacher Turnover Report Instructions

About
The Teacher Attrition Report is required to be completed by Local Education Agencies (LEAs) annually. The data provided is to assist the State Board of Education in monitoring the state of the teaching profession (N.C.General Statute 115C-12(22)). This data is also used on the NC School Report Card.
Classroom Teachers are determined by looking at budget codes.
- Purpose Codes that begin with:
- 51 (Regular Instructional Services)
- 52 (Special Populations Services)
- 53 (Alternative Programs and Services)
- Object Codes
- 121 (Teacher)
- 123 (JROTC Teacher)
- 124 (Foreign Exchange/VIF/Participate Teacher)
Turnover is determined by comparing the budget codes in the Payroll data file for March of the current school year to March of the previous school year.
If the teacher's UID is found in March of the previous year but not March of the current year, it is flagged as turnover pending review by the LEA.
HRMS contains the same employee separation codes as used by DPI for this report. The 28 codes are broken down in five categories for types of separation.
- Teachers who left the LEA but remained in education.
- Teachers who left the LEA for personal reasons.
- Teachers who were terminated by the LEA.
- Teachers who left the LEA for reasons beyond the LEA's control.
- Teachers who left the LEA for reasons other than listed above.
Data Needed to Complete Report (It is ideal to gather this information in April)
- Educator's job as of the beginning of the reporting period. Selections available are Classroom Teacher, Instructional Support, Administration.
- Instructional Support includes curriculum facilitators, technology specialists or any other educator paid as Object Code 121.
- This group contributes to student learning; however, the role is NOT classroom teacher.
- Do NOT include Pre-K Teachers.
- A list staff who are currently participating in the Beginning Teacher Support Program.
- A list of Residency Licensed Teachers if they had a Residency License March of the previous year for the reporting period.
- Educator's job as of the end of the reporting period. Selections available are Classroom Teacher, Instructional Support, Administration.
- List of teachers who transferred/were reassigned within your LEA during the reporting period.
- This is school attrition on the report.
- You will need to know the subject taught and school level for each person.
- Staff who teach at multiple schools concurrently do not need to be included.
- List of teachers who separated from your LEA during the reporting period along with the turnover code used in HRMS.
- This is considered LEA attrition on the report.
- You will need to know the subject taught and school level for each person.
- You will need to add any who were not listed as attrition during the reporting period.
- If "Other" was used as a reason, it will need to be added to the report.
- If no reason was listed, this would be Reason #69, Unknown.
- List of teachers who were on leave during the reporting period.
- Unpaid leave may be a reason an active employee is marked as separated.
Instructions
The Division of Educator and Student Advancement will compare the payroll data for the two pay periods and place the resultes in a spreadsheet on the LEAs HR Secure Shell. The file name will be *your LEA number*_AttritionDataCollection_*year collected*. (Example: 365_AttritionDataCollection_23_).
Detailed instructions along with submission due date will be emailed to each LEA contact. These instructions may be updated more quickly than the summary of instructions included on the HRMS site.
- Column F/Job Beg of Report period: Use HRMS Report #________ to complete the educator's job as of the beginning of the reporting period.
- The spreadsheet will have a dropdown of options.
- Add any teachers (and all corresponding data to the columns) who are missing from the list and taught at the beginning of the reporting period
- Column G/Beginning Teacher: Use HRMS Report #________ to notate any staff who are participating in the BT Support Program with a "1".
- Column H/Residency: Use HRMS Report #________ to notate any staff who had a Residency License at the beginning of the reporting period with a "1".
- Column I/Job End of Report Period: Use HRMS Report #________ to complete the educator's job as of the beginning of the reporting period. The spreadsheet will have a dropdown of options.
- Column J/School Attrition: Notate with a "1" if a transfer/reassignment during the reporting period. Do not include those who teach at multiple schools concurrently.
- Column K/LEA Attrition: Notate with a "1" any teachers who separated service during the repoting period.
- Column L/Role: For LEA Attrition only. Provide the role most closely matched with the options on the spreadsheet.
- Do not include Pre-K
- JROTC should be reported as CTE
- Column M/Grade Span: For LEA Attrition only. Use the options on the spreadsheet to indicate the grade span most closely matched with the person who resigned.
- Column N/DPI Turnover:For LEA Attrition only. Use HRMS Report #________ to enter the turnover reason.
- Column O/Comments: This column is where you note why someone should not be considered turnover (e.g. leave, resigned prior to current reporting period, Pre-K).
- Column P/Other: Use this column to add details about any turnover reported as "Other", comment selected "Should not be attrition".
Each column will need to be reviewed and completed per the instructions provided.
The completed report will need to be uploaded into the HR SecureShell with this file format: your LEA number_AttritionDatacollection_and the date you uploaded. (Example: 365_AttritionDataCollection_09152023)
